(28) Improving Market Mechanisms for Green Transformation. Improve the market-based allocation system for resource and environmental elements, refine transaction systems, norms, and supporting systems for registration, transfer, mortgage, and other aspects, and explore financing tools based on resource and environmental rights. Improve horizontal ecological compensation mechanisms and mechanisms for realizing the value of ecological products. Advance the construction of the national carbon emission trading market and the voluntary greenhouse gas emission reduction trading market, improve legal systems, and orderly expand the scope of trading industries when appropriate. Improve the green power certificate trading system and strengthen policy coordination among green power, green certificates, carbon trading, and other market mechanisms.

(29) Building a Standard System for Green Development. Establish a standard system for carbon peak and carbon neutrality, promote the formulation and revision of basic general standards and standards related to carbon emission reduction and removal, and formulate standards for enterprise carbon emissions and product carbon footprint calculation, reporting, and verification. Accelerate the update and upgrade of energy-saving standards, raise the energy consumption limit requirements for key products, and expand the coverage of energy consumption limit standards. Improve the renewable energy standard system and the industrial green and low-carbon standard system, and establish and improve hydrogen production, storage, transportation, and utilization standards.

XI. Strengthening International Cooperation on Green Transformation

(30) Participating in and Leading Global Green Transformation Processes. Upholding the concept of a community with a shared future for mankind, actively participate in the formulation of international rules in areas such as climate change response, marine pollution control, biodiversity protection, and plastic pollution control, and promote the construction of a fair, reasonable, and win-win global environmental and climate governance system. Promote the implementation of the Global Development Initiative, strengthen South-South cooperation and cooperation with neighboring countries, and provide support to developing countries within our capabilities.

(31) Strengthening Policy Exchange and Practical Cooperation. Expand multilateral and bilateral dialogue and cooperation channels, strengthen the construction of multilateral cooperation platforms in the field of green development, vigorously publicize China's achievements in green transformation, and actively learn from international experiences. Strengthen green investment and trade cooperation, advance the construction of the "Green Silk Road," deepen practical cooperation with relevant countries, improve the environmental sustainability of overseas projects, and encourage the import and export of green and low-carbon products. Strengthen green technology cooperation, encourage academic exchanges between universities, research institutions, and foreign parties, and actively participate in international megascience projects. Strengthen international cooperation on green standards and conformity assessment, participate in the formulation and revision of related international standards, and promote mutual recognition of rules such as carbon footprints with major trading partners.

XII. Organizational Implementation

(32) Upholding and Strengthening the Comprehensive Leadership of the Party. Under the centralized and unified leadership of the CPC Central Committee, accelerate the comprehensive green transformation of economic and social development, and implement the leadership of the Party throughout the entire process and all aspects of work. All regions and departments should clarify the key tasks of green transformation in their respective areas and departments, and implement this opinion according to actual conditions. Relevant units, people's organizations, and social organizations should actively promote green transformation work in their respective fields. The National Development and Reform Commission should strengthen overall coordination, work with relevant departments to establish a new mechanism for transitioning from dual controls on energy consumption to dual controls on carbon emissions, formulate and implement a comprehensive evaluation and assessment system for carbon peak and carbon neutrality, scientifically conduct assessments, strengthen the application of assessment results, and report important situations to the CPC Central Committee and the State Council in a timely manner according to procedures.

(33) Strengthening Legal Guarantees. Relevant units should accelerate the formulation and revision of laws and regulations such as the Ecological Environment Code, Energy Law, Energy Conservation Law, Electricity Law, Coal Law, Renewable Energy Law, and Circular Economy Promotion Law, and study the formulation of special laws for responding to climate change and achieving carbon peak and carbon neutrality. Implement the green principle of the Civil Code to guide civil subjects to save energy resources and protect the ecological environment. Improve the connection mechanism between administrative law enforcement and criminal justice. Legally conduct environmental damage compensation litigation and public interest litigation in the fields of environmental and resource protection, and improve mechanisms for environmental damage compensation and restoration.
