Recently, the Ministry of Ecology and Environment issued the Notice on the Reporting and Verification of Greenhouse Gas Emissions for Key Industries from 2023 to 2025 (hereinafter referred to as the Notice). The Notice requires that calculations and reports be made according to the latest technical guidelines and has released the 2023 edition of the calculation and reporting requirements for the cement, aluminum smelting, and steel industries, as well as additional data calculation report templates for other key industries.

The calculation methods and reporting formats for these three industries (cement, aluminum smelting, and steel) have been extensively updated in the Notice:
- Emissions from non-fossil energy electricity generated and used by enterprises (including self-generated and self-used, and surplus power fed into the grid) but not connected to the municipal power grid are calculated as 0.

- The previous supplementary data tables have been integrated into the greenhouse gas emission reports, while other key industries still retain separate supplementary data tables.

- Significant modifications have been made to the methods for calculating and reporting greenhouse gas emissions, with all calculations now performed using table formats.
